Community Development Department (KEMAS) is an extension of the Adult Education Division was established in 1961, through a cabinet paper Bil.385/25/60 focusing on the "Eradication of Illiteracy". By 1977, the movement to eradicate illiteracy has been enhanced with the introduction of the concept of "Functional Literacy" by UNESCO as an attempt to make the movement to eradicate poverty as a rural development strategy. Following the launch of the "New Economic Policy" (1970), the Division has changed its name to "Community Development Division" (UPDATED) with an emphasis on community development efforts in the true sense.
